Read a report from Treasury Metals Group, yesterday that states junior exploration companies have a difficult time putting a package together to sell a JV. Junior companies must usually dillute thier stock to death to be able to afford all of the testing that is required to (sell) the package to a large JV.

The JV has to know that it is economically feasible to turn it into a working mine. And from what I have surmised, a Large JV Partner would like to have enough claims in the area to make it worth thier while.
