Absolutely. Unless the City, as an incentive, payed to have the items dismantled and removed. Can they afford to do that?
If the site was as attractive as some are making it out to be - a developer who was interested and knew they could get a solid return on their investment would tear it down themselves.
One step at a time. The jobs need to come into the City. An industrial site with one, or a few, major regular customers is far more suited to do this than a retail and/or food site with many sporadic customers spread out over a large area.
