Federal Reserve Chairman Ben Bernanke , Treasury Secretary Tim Geithner, FDIC Chair Sheila Bair, SEC Chair Mary Schapiro and CFTC Chair Gary Gensler participate with others for the first meeting of the Financial Stability Oversight Council, in Washington.
