I got this PR reply from Karen today:

The company finances its activities through equity financing and is very clear about that - and there will continue to be changes with shares being cancelled or issued.

There is still only one reason for equity financing/dilution - to raise money to fund the company's operational and exploration activities. Exploration companies rarely break down and state the cost of activities in advance, as they can change - for example, the cost of a drill program could be more or less than originally estimated and to retract something stated publicly causes more issues than it is worth. If a dollar is not spent in program A, it will be spent in program B.
