My kids have been in some of the worst schools in the nation and some of the best.
Oakland CA and now in Colorado. The big difference as far as I can tell is money.
None of the above were offered in Oakland, almost all of them are offered here.

Some of the teachers in Oakland were very dedicated, most were young and as soon as they got a little experience they were off to the "rich" suburban districts, where they got better pay and more benefits.

But we aren't talking about LBJ (whose deficits were no where near those of RR) we are talking about the minimum wage.
