It is not that they dont want it to go higher... there must be a bigger block at 8..
For example, someone wants to sell 100k shares at 8 but only 30k goes through moving the share price up to 8, but there is still 70k at 8 that needs to be bought before the next ask goes into play at hopefully higher share price.
