The chances of GRC building a commercial machine, is first economically prohibitive.
Second, At this point in time technically not possible as no klystron or TWT or magnetron is available at the frequencies patented and power needed to build a commercial machine at spec's claimed by GRC of ton's per hour.
Third, At the frequencies patented klystrons or TWT's are required that have very low efficiencies and very high cost, there went profit. Some frequencies may have to be released by the military or licensed from current patent holders like Ratheon.
Four, The frequencies claimed are not significantly more efficient if at all, than the losses incurred by using low efficiency klystrons and or TWT's.
Five, research by competing companies and universities without exception chose the much more efficient and much lower cost magnetron with licensed and off the shelf availability.Do you really think Frank is smarter than the researchers in top universities?
The good professor at Pen State don't.
Six, The competition has already shown scaling capability to commercialize equipment with a multi module approach, allowing for continued operation in case of failure of one module, unlike the ton per hour dream which shuts operations down at the inevitable failure.
Seven, The approach of shredding, cutting, crumbing tires to process, cost energy and capitol not needed, as shown by the dominant research today by EWI and Tire Chef Inc. of processing the whole tire.
