It doesn't meet "my definition" of "innuendo", it meets the general definition of "innuendo", sortagreen.
It doesn't refute the possibility, however, that Castro made millions off state owned businesses. There was an assumption of value---the "billions" figure came from another article (of which I'm still trying to dig up). It may turn out Castro has millions of dollars tied up in foreign bank accounts, but not billions. Suggesting he has "0" dollars anywhere is both naive and borderline ludicrious.
In fact, there have been numerous rumors of Castro pocketing millions of dollars since he ordered the nationalization of hundreds of factories, refineries, etc since he took over.
