I might be wrong but I believe when a company splits its shares, it recalls all the shares outstanding, and then issues more new shares to replace those. If so, in order to recall its outstanding shares, there must first be an accounting of all shares. This would force brokers/MMs to account for all shares issued, thus the cover.
