You can. As Penny Trading Rules stated previously, support the bid. If they want to artificially bring down the PPS by throwing out low bids, put large orders in at the bid. They will not have enough shares on hand to continuously do this. Notice how people have orders in at the bid for days and do not get filled?

At the end of the day the worst that can happen is you pick up some cheap shares.
