This is basic finance 101. Stocks go up when more people are buying than selling. Here you have an endless supply of shares being sold so common sense will tell you that good news will not produce the desired effect as there are just too many shares to be sold.

Volume increses here with news but the price stays stuck in the mud.

It isn't wisdom, it is common sense.
