Sounds scarily similiar, except for I think this guy is bright. But he does the same kind of thing. He read this book and adopted a particular techniques in it to an extreme... even though he never got his stuff working, he still tells me that it's the greatest thing since sliced bread and that someday I'll see that and love it.

It's an arrogance born of insecurity.
