"someone can throw rocks at your house from the street........by law, you wont be able to throw rocks back......but you can however, hold up a shield......." Well, by law, I can't imagine they're allowed to throw rocks at your house either. So, since they were breaking the law, you could report them and let the police take care of it. :)

The analogy I think that's more appropriate based on what you're describing is that someone drove by your house (not breaking any laws) and you didn't want them to so you started throwing rocks at their car. Bwdik? :)
