Lawyers and prosecuters know quite well the power of
language and phrasing to sway opinion and put spin on
things.

Consider:

FTC Chairman Jon Leibowitz said Intel configured its compiler so software ran more slowly on processors made by AMD and others.

vs

FTC Chairman Jon Leibowitz said Intel configured its compiler so software did not get as big a speed-up on processors made by AMD and others.

Both are equally true although the first carries the strong
inference that Intel's compiler actively inserted delays or
otherwise sabotaged performance on non-Intel chips.

So is Leibowitz simply another shiny suited scumbag with
political aspirations or did AMD ghost write the release?
