Intel disclosed at a recent analyst day what the trade off was... not really that big a deal.
There are 55W 2.8Ghz Xeon LP processors out there, so I suspect they should hit 110W for the dual core 2.8Ghz. It is not much of a stretch to get from that to the reported 130W for the 3.2Ghz dual core products.
