Uh, you might want to re-add your numbers, the difference between the 1.5B, minus the O/S (727,840,798 ) plus the Float (727,480,872) is 44,678,330.
The restricted were only 791,926. So not even close the the other number of 44,678,330.
Subtract the 791,926, and you still have 43,886,404.
So he is good IMHO.
