HOW LONG Hays waited between ASKING for written proposals and DECLARING he didn't receive any? 0.5 days? Is that SERIOUS? Did he sent request by super express mail?

He waits 0.5 days and then DECLARES very SERIOUSLY (and TENDENTIOUSLY): "Nobody sent me the written proposals I asked"
