Cutting the BS - disciplinary systems over the years have been pretty well thought out.
(1)Publish the rules,
(2) Warn on first offense,
(3) punish lightly on second offense,
(4) punish severely on third offense,
(5) Maximum deterrence on fourth offense.
NO exceptions for favored perpetrators, No mitigating circumstances, No parole.
You set that up and stick to it, your/our problems will slowly go away. Otherwise, we're doomed to repetitive miscreants.

If what he did was so terrible that it deserved the treatment he received, the community as a whole should be aware of the act so that everyone understands it incurs instant termination.
Personally, as it appears we are becoming a community, maybe we should move governing apparatus more toward democracy in lieu of the existing benevolent dictatorship.
