In this case it seems to me you're assuming a need that is not readily apparent.

I'm prepared to be persuaded, if you can furnish news stories about unresponsive or 'busy signal' 911 calls, as distinct from the horror stories of badly handled emergency 911 calls.

Plus, I'm not aware of any municipalities swimming in budget surpluses right now.
