In his defense, he was on his way to vacation and was learning to read in an elementary class when the Twin Towers were attacked. He flew around for the rest of the day, again understandable, before flying back to Washington to address the nation.
But you are correct... I think he broke Eisenhower's record for most time spent away from the Whitehouse or playing golf.
