Private Sector Development in China

In May 2010, the Chinese State Council released a new set of guidelines on domestic private investment. The 36 measures provide a new stance on the non-state economic sector, aiming to lower the entry barriers for private investors in sectors that have typically been dominated by state ownership. Industries addressed by these policies include infrastructure, municipal services, financial services, logistics and defence.

This is great news for a sector that is so essential to the economy. The private sector in China is responsible for 60% of Chinese GDP, and generated 56.4% of fixed urban investment between January and November 2009. According to Han Chaohua, of the Chinese Academy of Social Sciences, between 2004 and 2008, private firms were on average 1.6 times more profitable than their State-owned-enterprise counterparts.

Chinese private investment, integral to private sector development, has historicallyfaced significant barriers in certain sectors. In 2009, private investment accounted for only 13.6% of electricity and heat generation, 9.6% of financial services and 7.8% of telecommunications. Thankfully, new governmental policy recognizes the value of private development, and will encourage private investment into sectors valuable to the long term growth of the country.
