So, I have a cynical crystal ball sitting in front of me, and here is what it says:

- there will be a new POR
- $310 M will be allocated to the reinstated benefits to cover them long-term
- a long argument will be made that since the $310 M was spent, there is no money for C/S recovery
- 10% for the SM/BOD will stay in the new POR
