firstly, NSS does not get reported
second, the numbers are the total number of open shorts. this can be a bit misleading because 1 share may change hands more than one time in any given day, so if this 1 share was shorted more than once, it would get counted as a short more than once.
that is my best understanding, although it may not be 100% correct.
