Petrobras has been working with SUF for 6 years, waiting for the tech to come together. Larry Ryan has reportedly been down there a couple times recently-

Then consider this from the last Petrobras 10-Q:

"Petrobras will build two "Premium" refineries, to produce high-quality oil products with LOW SULFUR CONTENT through the processing of acidic heavy-oil. Production will be devoted mainly to diesel..."

Premium Refinery I @ Maranhao: 600K bbls/day Operational 2013/2nd phase 2015

Premium Refinery II @ Pecem: 300K bbl/day 1st phase in 2014/more later
