Yes a good time to be buying.

But for a nice bounce -- not a long term hold

We have seen yet again that when the US market catches a cold, the whole world soon comes down with it.

I would not want to hold EWJ (or anything else for that matter) when the US market is breaking badly.

Making money in EWJ this year will require good trading skills -- even though I expect it to vastly outperform US stocks over time.
