That wasn't the case for everyone---but the soldiers on the frontlines didn't get resupplied consistently (including ammunition).

This, from what I understand, piggy-backed on the problems of getting armor shielding for Humvee's, ammunition, body armor, etc. I also understand Blackhawk pilots were restricted as to where they could fly, and what time they could fly. I'm sure these restrictions were part of the S.O.P.
