Actually Simon at this point it is about preservation.
When you find the cartel, you take them out so that they can no longer distribute the drugs to others. Those that already bought teh drugs did so at their own risk. In the stock market, when you find a public company that is a scam, you shut it down to prevent any additional damage to public investors. If SPNG/Dicon want to try to strat afresh, they would do so as a private company until such time as the new management has done enough to set in motion a safe public investment again. But before that can happen, there needs to be assurances that the money that is available pays off those they already owe to. That is called - taking care of the public.
Tell me how any scenario you have works out for the public? Where does the capital come that is needed to clean up the debt already accumulated? You understand that business loans are hard to come by and nobody in their right mind will be touching this one right? Who would even come to them to obtain the loan, there is no management in place.
