McGuinty, Charest to talk cap-and-trade at meeting

QUEBEC — Climate change is on the agenda as the Quebec and Ontario cabinets prepare to meet.

Ontario Premier Dalton McGuinty says governments have been preoccupied with the global recession, but no issue should be allowed to push the environment off the table.

He says he's looking forward to discussing ways to move forward with a cap-and-trade system with his counterpart Jean Charest.

The leaders are meeting in Quebec City Tuesday night and, Wednesday, they will have nine ministers from each of their respective cabinets at a joint session.

The premiers agree there hasn't been much federal leadership on the climate file.

The provinces already belong to the Western Climate Initiative -- which is supposed to bring some provinces and U.S. states into a cap-and-trade system by 2012.

But that initiative has hit a bump, with a number of U.S. states either failing to introduce regulations or even backing away from the plan.
