-- Britain's new, independent budget watchdog cut its forecasts for British economic growth and the deficit Monday, estimating that public sector net borrowing would total 3 billion pounds less over the 2010-15 forecast period than seen in the previous government's March budget. The Office for Budget Responsibility said its estimate assumes a lower trend growth rate a quarter of a percentage point lower than in the March budget's central projections.
