The right amount - how's that for an answer?
It's like our Manufacturing base in this country, if we needed to make things in this country right now; quality and quantity and on a good time line - we couldn't do it.
Same with the military - when you need it - you need it now, not after the fact.
That takes money for the right gear and the right training.
Been there done that...end of story.
