All share offerings (dilution) require a SEC Filing...

Go here to search for all filings for any company you want to DD...

Another way to get share information is from the Transfer Agent...A lot of scam stocks gag their TA, but a big dog like IBM should have a TA you can call and get the current Outstanding, Authorized, and the number of shares in the Float...

It's going to take some time searching the SEC site for filings that have to do with share offerings, and shelf registrations (which creates shares to be used for dilution at an undisclosed time in the future)...

You can also post on the board for a stock and ask the regulars how much dilution has gone on that they know of...Maybe one of them knows exactly how much dilution there's been over a period of years...
