Yeah, at 69% (31% used) that shouldn't be a problem unless you have a large disk (500G). What happens is the data on the disk get fragmented - pieces here and there, and the Read/Write heads have long travel distance to get to the data. The seek time (those heads traveling back and forth) is what takes the time.
