Yeah, at 69% (31% used) that shouldn't be a problem unless you have a large disk (500G).
What happens is the data on the disk get fragmented - pieces here and there, and the Read/Write heads have long travel distance to get to the data. The seek time (those heads traveling back and forth) is what takes the time.
The Defrag moves the data together.
