Samples are one thing, they are sent to people requesting them. Spitting out enough to fulfill a small quantity is easy, which can provide the company with enough to send out samples and maybe a small test market.
I believe this poster is saying that there most likely will not be product actually in stores just yet. In other words they still have more work to get done.
