I'm saying that those shares are no longer under restriction and that Dexter cannot legally refuse that permission to sell those shares. That no one has gone through that formality to clear the way to sell does not mean there is any barrier to doing so and selling immediately if they want to. That process is just a formality and to classify those shares as restricted is being dishonest IMO.
