Coast Guard admiral Thad Allen, who is coordinating the government response to the BP (BP +7%) oil spill, says the "top kill" effort has succeeded in blocking the leak. Allen says the well still has low pressure, but cement will be used to cap the well permanently as soon as the pressure hits zero. Joining in: RIG +4.1%. HAL +5.5%. APC +5%.
