What BP is using is called COREXIT which is a dispersant.
This is used where oil is floating on water. It helps to
break down the oil into small droplets that sink down into
the water and stay there. COREXIT is highly toxic & not a
good thing for fish & other sea creatures.

ACT Clean Technology does not make dispersants. They make
low toxicity fluidizers that help remove oil from surfaces
such as rocks, sand, ship hulls etc.
