How exactly would killing over 100,000 German civilians or 200,000 Japanese civilians in one night help if one indeed had suspected that they were on the verge of developing nuclear weapons? Induce them to launch a nuclear attack in retaliation?

If one is to kill hundreds thousands of civilians, or even hundreds of civilians, there has to be a proportional tangible military goal to be achieved, not just some "could might help in some way." The bombing of Dresden in Feb 1945 failed that test miserably.
