puppy, correct, Commission is probably a special group of people within the SEC that presides over these issues. Maybe the reason they didn't ask is because they had much more investigating to do. Compared to the charges they came up with, failure to file had to be way down on their list for revocation. Who knows what was going on behind the scenes at the time. They probably had a good reason not to.
