I myself had spoken to Leadership months ago regarding the expansion of the Outstanding Shares total. I was told specifically that the shares would be placed in "safe hands".
I have posted and still wish to believe that the QASP shares, perhaps hundreds of millions, of which you speak have been purchased by one or several Market Makers for an unnamed third party ( we need 'angels', don't we? ) at an agreed upon price. This party will have the option of selling these shares into the market or, perhaps even to Quasar if Leadership decides it can offer a fair price/share to this unnamed party. Thus, a buyback is done of a substantial number of Quasar shares, and not observable on any trading platform.
Yes, wishful thinking/conjecture on my part and not provable, as is much of what you have written ( one of several means to achieve financing but certainly toxic under your scenario ) , though reasonable and possible. There is no question that the MM(s) selling QASP shares may have an abundance of these and be playing with the share price as it knows the Outstanding Shares total is expanding and lack of verifiable information in the Press Releases plays perfectly into their trading game.
