Paul, I agree. I am sometimes mystified when the market appears to react with surprise at something that seems obvious. Especially when it's equally obvious that the WH response will be very skeptical, pushing for ALL conditions to be met, as GWB laid out to the UN.

It's times like these that I can only assume that the PPT adds in to slight sentiment shifts. Either that, or more investors actually feared what David's little toe could do to Goliath.

Imo, this is just more maneuvering by Saddaam, buying time. Nothing of significance has changed as yet.
