As far as I can tell that whole report is predicated on birth rates. I'm sure they are a lot smarter than I am but...

The population growth of
32.7 million people between
1990 and 2000 represents
the largest census-to-census
increase in American history.2
The previous record increase
was 28.0 million people
between 1950 and 1960, a
gain fueled primarily by the
post-World War II baby boom
(1946 to 1964).

24.0 1960-1970
23.0 1970-1980
22.0 1980-1990
32.7 1990-2000

Are all those new people Baby Boomers?
I realize that this part of the budget is out of control. But I question their assumptions in light of this most recent census.
