rawnoc, I never said "that permits will somehow be impossible to obtain", but I did say they will probably have strict operating conditions imposed on them due to the variability of the feedstock and combustion fuel. I'm not sure exactly what type of permit the P20 processor will require, but I know simple small boiler permits require us to get a certificate of analysis for every fuel delivery to certify the sulfer content.....and imagine the requirements for a P2O heater unit burning off-gas will be much more stringent and would have to be considered to have the "potential to emit" HAPS. At a minimum, I would think it will require some type of CEMS:
