It's a failure when you consider that the developer base is pretty much 0.

The hardware installed base is also 0. So what's your point?

1. Intel is investing in development efforts with the AppUp store, which is real NE aimed directly at building ISV momentum.
2. NRE has to be paid up front to overcome the chicken and egg problem, but interest builds on its own once the devices become availble.

Intel would be better off betting on android, or Microsoft's windows mobile OS.

They'll likely have both, eventually. Adding a 3rd Linux based variety to kick start the HW/SW ecosystem is the reason for Meego.
