IT's all about buying votes for the Dems

not to mention the Dems need to overwhelm the system with people on the social assitance roles....and, cultivating a source of union membership which means more union dues....

the Democrat Party is controlled by progressives/Marxists; they have to create the nanny state....that's their sourse of power.....

PhD's, lawyers, doctors, scientists, and computer wizards aren't sneaking across the border....just potential welfare recipients...this is the Democrats prime constituency
