"How so?" - When a state passes a law that someone can be be singled out on "suspicion" and must prove on the spot they're a US citizen or face jail time/fine, THAT is discrimination.

So just how can AZ's law enforcement community be expected to spot illegal immigrants? CA's Repub Congressman Brian Bilbray has the answer: "trained professionals can spot undocumented immigrants by the clothes they wear and the shoes they wear".
