Why weren't the foreign bank agreements publicly proclaimed? Dunno. Maybe some
thought it might be unpopular. Kinda like the military's attitude to the leaked massacre films.

The decision to save AIG was made. Under the agreements, the money had to be paid to foreign
banks. There was main-street opposition to the bail-out. Why would you add another burden to bear.
