You do realize that from 1994 to the end of 2004 that HP
contributed as many MPU designers from its PA-RISC team
to designing IPF chips as Intel did? Intel took over 100%
of IPF MPU design at the end of 2004 when it hired HP's
design team.

Intel Hires HP Design Team For Intel Itanium Architecture
December 16, 2004 Intel Corporation today reached an agreement with HP to hire HP's Intel Itanium processor design team based in Ft. Collins, Colo. The deal strengthens Intel's investment in the Itanium architecture and bolsters the development of multi-core processors. Terms of the agreement were not disclosed.
How much money do you think Intel alone spent on IPF from 2000-2009?
I would say that from 2000 to 2009 that IPF MPU development
had 1.5 teams from 2000 to the end of 2006 and 2 teams from
2007 to 2009.
That is 16.5 design team years of which about 4 were on HP's
payroll. That means Intel contributed 12.5 design team years
or about $2.5B from 2000 to 2009. Add in test silicon and
other materials support, facilities, software support etc from
the rest of Intel and IMO you are looking at a total of about
$3B. Going forward I estimate Intel spends about $400m a
year on IPF product development for two full design teams.
