Well just off the top of my head because I am not going to go back and research it, as it is a moot point at this time, He violated UN resolution 1441 on many occasions with his ongoing weapons programs... The chief UN inspector (inept as he was) Hans Blix even stated that...
You might include his many forays into the no fly zone also...
He violated the cease fire provisions constantly...
