The 91 Gulf war ended in cease fire NOT a peace treaty… so technically the war was still on in 2003.

Many forget that the 1st gulf war did NOT end, it was put on hold in 1991 under a Cease Fire Agreement. which was ratified by the UN Security Council as Resolution 687...
