Approving an offer to buy is the same thing as saying a deal has been approved. If this is all about using legalese to confuse and deceive newbies, then it is exactly what I have been saying it is--a huge scam.

Honest companies make sure that all potential shareholders know exactly what they are saying. They do not try to hide behind terminology. Only con men do that.

Of course, market pros already knew they were lying because there was not enough time left to complete a legal tender by April 10th. They put that in there to get newbies to fall over over themselves buying the stock on what was nothing more than a lie.
